What state (as in nation) in the world does not reflect the criterias and essential definition of a state?

http://en.wikipedia.org/wiki/States

Scotland something like that?

hmm Quebec?What state (as in nation) in the world does not reflect the criterias and essential definition of a state?
using the definiton there

A state is a political association with effective sovereignty over a geographic area and representing a population. A state usually includes the set of institutions that claim the authority to make the rules that govern the people of the society in that territory, though its status as a state often depends in part on being recognized by a number of other states as having internal and external sovereignty over it.

there are not any nations that do not fit

Scotland fits because of the last few words -';in part on being recognized by a number of other states as having internal and external sovereignty over it';

Quebec isn't a nation

Probably the closest you will come is somewhere like Vatican State - but that also fits the criteria because of those last few words
