state is an apparatus of governing a territory.It is an enclosed sum of systems including law,army,government etc within a clearly defined territory.To talk about nation it is an imagined community as Benedikt Anderson puts it.It is not an ideology,but a way to give meaning to mortality(our nations will last for ever!).陌t is obvious that it replaced religious community and dynastic realm.It has a special apprehension of time.(such as simultanity or homogenious empty time)The parts of newspapers such as foreign news are a good case in point.Not every nation notion support racism.For ex in liberal nationalism(frenc one)the person who involves in pols is a member of french nationwhich emphasizes citizenship.But Hegelian or Romantic nationalism leaves room for racism(Fascist regime of Hitler can be a byproduct).Nation is a concept which necessites membership,loyalty.And to look from the reverse angle it needs exclusion.So racism has always been the most commonly used way of exclusion.But state does not need it because it is not organic;,just a machine(too mechanic to need loyalty,proud etc.)A state can not have one or more nation in todays world.The ones which had more nations such as empires(ottoman,austria-hungary)could not stand in front of nationalist waves of frech rev.But there can be a state with one nationalisim which acts as an umbrella for other nationalistic minorities.The best ex can be US.There can be a nation without being a state because as 谋 explained at the beginning by a quote from benedict anderson it is an imagined community.it can exist without concrete structures.陌t is an entity created;a brothership.But state is a conctere institution.It has been living since archaic times.You know,state has been free of nationalism until 18th century.Nation-state is the invention of modern times but we think as it has always been there.(because of that your question is very challenging to the children of modern-even postmodern times)So the marriage of nation and state is very holy in the modern era and do not forget that every nation's eventual and sacred goal is to have a state...
