Republican Bush or Democratic Congress. Who holds more responsibility for the state of the nation?

Congress holds the power if they have the overriding votes. All presidents can veto a bill from law but Congress can over ide it and still get it to pass. Look at Congress's record and aproval rating it's lower than Bush's....Republican Bush or Democratic Congress. Who holds more responsibility for the state of the nation?

Republican Bush, Republican Congress, then Democratic Congress since late 2006. They all share the blame.
Congress because they are the one who enact legislation, hold the purse strings, and control the stronger portion of power.
I would say Bush and Rep's seeing how it's their policies has put this nation in the state it is in now.
